International trade in goods has increased phenomenally since the establishment of the General Agreement on Tariffs and Trade (GATT) inlargely due to efforts by the world’s leading traders to reduce and eliminate tariffs multilaterally.

In the first rounds, negotiations were conducted on a product-by-product basis (known as the "request/offer" approach), whereby GATT contracting parties exchanged lists of requests and offers on products of interest to them in order to reach agreement on tariff concessions. The procedures and practices to implement the provisions relating to tariff negotiations and renegotiations have evolved considerably since the GATT was established in negotiations or consultations with the applicant contracting party with the aim of reaching agreement before the end of the period.
